Michigan Film Industry Boom?

Governor Granholm is eager to sign legislation allowing large tax breaks to film companies shooting in Michigan. This means big changes for Michigan Artists and Technicians. But what is to stop other states from competing for the same thing? For every cheap film shot in Michigan, could it be done cheaper in Ohio?
If all goes as planned, they say Michigan will be flooded with offers as soon as this summer.
